Developing Best Practices of Reception and Integration of Ukrainian Refugees in Three Danish Municipalities

The project “Where shall we build, when shall we live?” is a collaboration between the University of Copenhagen and Emergency Architecture & Human Rights, supported by the Crown Princess Mary Foundation. The purpose was to investigate the central challenges municipalities experience in connection with housing and reception of Ukrainian refugees, seen in the light of a fundamental uncertainty about how long housing must be made available, which legislation applies in the area, and to what extent the housing location must followed by more basic integration efforts, including employment and education.
Each municipality’s experience is unique: different challenges with the housing stock, the structure of the municipal administrations, and previous experiences create special dynamics. Nevertheless, our experience is that the municipalities can learn from and with each other, so that they are better equipped to handle ad-hoc integration challenges in the future.
